By Lauren French ( mailto:lfrench@politico.com lfrench@politico.com and @laurennfrench) NO, I INSIST, AFTER YOU. Burgess Everett and Jake Sherman write, "Three weeks before the Department of Homeland Security's funding runs out, Congress is skipping town for a long weekend - and GOP leaders in both chambers are pointing fingers at each other on who must find a way out of the logjam. Some on the Hill are predicting a "prolonged fight" that may drag on even after the Feb. 27 funding deadline - a date that Republican leaders insisted on setting but have no clue how to meet. The House has passed a DHS bill that would gut President Barack Obama's immigration policies and wants Senate Republicans to muscle it through the upper chamber. But that's impossible because of unanimous opposition from Democrats, who filibustered the House bill on Thursday for the third time this week." http://go.politicoemail.com/?qs=995735a8752f5ab94710bf3383a146f28e1dcf8deb31050b077117b347a21032 http://go.politicoemail.com/?qs=995735a8752f5ab94710bf3383a146f28e1dcf8deb31050b077117b347a21032 OBAMA PREPARES AUMF ASK. From the AP, "President Barack Obama is poised in coming days to ask Congress for new authority to use U.S. military force against Islamic State militants, the White House said Thursday. But the top Republican in Congress warned it won't be easy to pass the measure and that it will be up to Obama to rally support from lawmakers and the public...White House spokesman Josh Earnest responded that the administration is dedicated to getting a new authorization with support from Republicans and Democrats. That's even though Obama has argued new authorization isn't legally necessary and has been ordering airstrikes on militant strongholds in Iraq and Syria for months." http://go.politicoemail.com/?qs=995735a8752f5ab96c4faa3e61670f950264a990fe827a61bd4cbb3c9571f2c3 http://go.politicoemail.com/?qs=995735a8752f5ab96c4faa3e61670f950264a990fe827a61bd4cbb3c9571f2c3 DUNCAN, DESANTIS OUT FROM WHIP TEAM. Anna Palmer and I have the story, "Two members of the House Republicans' elite vote-counting operation have quit. Reps. Ron DeSantis of Florida and Jeff Duncan of South Carolina both gave notice that they no longer wanted to be part of the leadership operation, according to more than a half-dozen GOP sources. Their departures come as Majority Whip Steve Scalise of Louisiana, the No. 3 House Republican, told members of the whip team that they would be kicked off if they voted against procedural motions. The move was designed to solidify control of the Republican conference." http://go.politicoemail.com/?qs=995735a8752f5ab9075e0588c43929ece2fa609fe41b5ef75c643cdfc162cd40 http://go.politicoemail.com/?qs=995735a8752f5ab9075e0588c43929ece2fa609fe41b5ef75c643cdfc162cd40 THIS MAN REALLY HATES OBAMA - AND HIS FACE IS ABOUT TO BE EVERYWHERE. Jennifer Haberkorn reports, "The man who could cripple Obamacare isn't shy about telling the world that he thinks the president is an "idiot," posting altered images of the First Lady in Middle Eastern clothing and expressing his hatred for the "Democraps" who enacted the health care law. David M.King, 64, is the lead plaintiff on the Supreme Court case that challenges the government's right to grant tax subsidies to millions of Americans in certain states to make health insurance more affordable. When the case is argued on March 4, King - friendly, with graying hair and a mustache - will become the public face of King v. Burwell, the most significant threat to the Affordable Care Act since the 2012 Supreme Court case that put the law's individual mandate on the line." http://go.politicoemail.com/?qs=995735a8752f5ab95d18368949805aa0fb1a495afbb4dac5b5fea2f28ee44e4a http://go.politicoemail.com/?qs=995735a8752f5ab95d18368949805aa0fb1a495afbb4dac5b5fea2f28ee44e4a THANK GOD IT'S FRIDAY, and welcome to The Huddle. TODAY IN CONGRESS - Nada. AROUND THE HILL: Also nada. HATED BACK HOME. Alex Isenstadt reports, "As they traverse rural stretches of Iowa and small towns of New Hampshire in search of critical early backing, a number of 2016 presidential candidates are losing the support of the voters who know them best: Their own constituents. In New Jersey, Gov. Chris Christie has seen his poll numbers plummet in recent months, even among the Republican voters who once consistently supported him. Florida Sen. Marco Rubio would lose his home state to Hillary Clinton if the election were held today. In Louisiana, a late-September poll showed more voters would rather have convicted felon and former Gov. Edwin Edwards back in office than Republican incumbent Bobby Jindal, who's now moving toward a national run. And last month, Democrat Martin O'Malley departed the Maryland governorship with record-low approval ratings. His replacement, Republican Larry Hogan, notched a stunning upset in the blue state by connecting his opponent to O'Malley." http://go.politicoemail.com/?qs=995735a8752f5ab91821072d9823bf1e66a391ad080ace2f5fa7f2e6ca1d457c http://go.politicoemail.com/?qs=995735a8752f5ab91821072d9823bf1e66a391ad080ace2f5fa7f2e6ca1d457c DEMOCRATS LEARN TO LOVE THE 'NO' POWER. The New York Times' Jeremy Peters reports, "Republicans are beginning to learn the limits of their newfound power. For the third day in a row, Senate Republicans called a vote on a bill to keep the Department of Homeland Security funded. And for the third time, it failed to clear a Democratic filibuster. The problems were old and new: political divisions within the party, difficulties over managing the expectations of conservative lawmakers, and the simple arithmetic of getting to the filibuster-proof threshold of 60 votes when there are only 54 Republican senators. The tactics that had served them well when they were in the minority were now being effectively exploited against them. Democrats were gleeful as, one by one, they flashed thumbs down to the Senate clerks and recorded their no votes." http://go.politicoemail.com/?qs=995735a8752f5ab91fb2c8b6db2929b53e67adc840a511c523082d037886b34c http://go.politicoemail.com/?qs=995735a8752f5ab91fb2c8b6db2929b53e67adc840a511c523082d037886b34c IOWA REPUBLICANS ARE FEELING THE LOVE. Trip Gabriel reports for the New York Times, "In the early jockeying among presidential candidates, Iowa's Republican leaders see signs that their state, which once seemed on the brink of political irrelevance, is back in the game...In 2012, after two presidential cycles in which deeply conservative activists dominated the caucus voting and national Republicans discounted the winner, the state's party leadership shifted into the hands of libertarians. The Republican Party of Iowa, critics said, had become Ron Paul Inc., so dominated by fans of the Texas congressman that it was effectively closed off to other candidates." MINORITY LAWMAKERS PUSH FOR GREATER DIVERSITY AMONG CAMPAIGN HIRES. Anna and I have the story, "Three months after a devastating loss that could put them deep in the political wilderness for years, House Democrats still haven't fixed one of their members' biggest complaints - the need to hire more minority consultants. For years, African-American and Latino members have protested that the party's campaign arms don't put nearly enough emphasis on hiring minority pollsters, consultants and strategists - an oversight that they argue hurt Democrats in the midterm election when people from those communities failed to vote....The party has broad room for growth. PowerPac+, a Democratic group, released a report this year that found that less than 2 percent of the money the Democratic Party spent during the 2010 and 2012 election cycles went to firms owned by minorities - just $8.7 million of $514 million spent." http://go.politicoemail.com/?qs=995735a8752f5ab9e159736e57855c2cd13a7b80bb92b45b7a5da4cbf1a8217c http://go.politicoemail.com/?qs=995735a8752f5ab9e159736e57855c2cd13a7b80bb92b45b7a5da4cbf1a8217c PAUL ALLY DOING MORE HARM THAN GOOD IN IOWA. Shane Goldmacher reports for the National Journal, "One of [Rand] Paul's two top Iowa operatives, A.J. Spiker, is so deeply disliked and mistrusted by so much of the Iowa Republican establishment that party activists, officials, and strategists say he is damaging Paul's credibility in the state...Spiker's tumultuous and controversial chairmanship-which ran from just after the 2012 Iowa caucuses until early 2014-so thoroughly alienated the Republican grassroots and establishment here that many view him as more of a liability for Paul than an asset." http://go.politicoemail.com/?qs=995735a8752f5ab9c8150df03adff4ea1d84ce967042bef45d9b1e83d30d0c12 http://go.politicoemail.com/?qs=995735a8752f5ab9c8150df03adff4ea1d84ce967042bef45d9b1e83d30d0c12 Schock adviser resigns. Jake has the story, "A top adviser to Illinois Rep. Aaron Schock has resigned after controversial posts were found on his Facebook page. Benjamin Cole, a senior adviser to Schock, told POLITICO he resigned and that Schock, a Republican, accepted his resignation. The posts had Cole likening black people to animals and said a mosque should be built on the White House grounds for President Barack Obama." http://go.politicoemail.com/?qs=995735a8752f5ab98d285601233803d1fbfd96e03e1546ffcd8eb064eff9d556 http://go.politicoemail.com/?qs=995735a8752f5ab98d285601233803d1fbfd96e03e1546ffcd8eb064eff9d556 THURSDAY'S TRIVIA WINNER - T.J.
