"Tariffs." There are few words that so powerfully conjure up regressive economics and policy, with visions of 1920s isolationism and its fallout at the end of that decade. Concerns about such a regression produced a furor over the Trump administration's recent decision to impose tariffs on solar cells, with critics concerned not only about the policy's possible economic effects but also about how the tariffs would slow the country's necessary move to renewable energy. However, heeding these critics would not only worsen the United States' transition to a clean economy but threaten the bedrock principles of fair trade that have united leaders from Barack Obama to Ronald Reagan. What is fair trade? Put simply, it's the idea that foreign companies and foreign nations should adhere to a fair and established set of rules when engaging economically, and refers especially to those standards established by trade deals like NAFTA and multinational organizations like the World Trade Organization. These regulations are meant to protect not only corporations and state governments, but also the workers at every strata of the labor force and the citizens at every level of society. In the words of former senator Byron Dorgan, "If our producers can't compete, shame on us. But requiring our producers compete when the game is rigged is fundamentally wrong." The ultimate goal of fair trade is to allow working people (not just corporations) across the world to increase their prosperity and protect the health of our shared planet. A new report released Tuesday by the environmental group CDP finds that more than 100 cities worldwide now get the majority of their power-70 percent or more-from renewables. That's up from 42 in 2015, when countries pledged to cut greenhouse gas emissions in the Paris climate agreement. CDP notes that more than 40 of those cities are now powered entirely by renewables, including Burlington, Vermont, which gets its electricity from a combination of wind, solar, hydro and biomass. Burlington will have more company within the next 20 years-58 U.S. cities, including Atlanta and San Diego, having announced plans to do the same. London-based CDP, which tracks climate-related commitments by corporations and governments, looked at 570 cities across the globe for the report. The group defines renewables as solar, wind, hydro, wave power, biomass, geothermal-or all non-nuclear and non-fossil fuel sources-and includes cities where electricity from clean energy sources is citywide, not just in municipal buildings. Those brave enough to push forward despite the political backdrop did so vigilantly, with many expending additional financial and legal resources to keep their options open. Each legislative turn drove new scenarios and document drafts. Without a confirmed corporate tax rate or tax reform timeline until nine days before the new year, project capital stacks remained opaque, delaying many project finance, and mergers and acquisition (M&A) processes. That said, thanks to lobbyist efforts, the final bill was a noticeable improvement since the U.S. House first proposed numerous industry killing items. With firms still digging through the details, 2018 will start slowly as many investors recalibrate their paths forward. We expect an active second half of 2018 with the potential to accelerate in Q2. Additionally, we expect technology companies will plug some gaps in the tax equity market due to their increased tax liabilities from the repatriation of overseas profits.
