AND THE BUDGET -- "Trump scales back request for stiff budget cuts," by Sarah Ferris and Jennifer Scholtes: "The White House released a decade-long budget request Monday that lays out $3.6 trillion in deficit reduction while calling for hundreds of billions more to be pumped into the Pentagon. The Trump administration is proposing deeper cuts to safety net programs -- including Medicare, which the president on the campaign trail swore he wouldn't touch -- to help fund what it calls a 'more lethal' military.

"But the White House's request is a jumble of mixed messages, since the Trump administration was forced to do some fast accounting after lawmakers on Friday cleared a massive two-year spending deal. President Donald Trump's revised budget would pour more cash into domestic programs across the federal government, even calling for an increase to the State Department, which the administration proposed to slash by 27 percent in the original document.

GO FIGURE -- "Money spent on lobbying skyrocketed during tax overhaul," by the AP's Richard Lardner: "Money spent on lobbying by corporations, trade associations and special interest groups spiked during the final three months of 2017 as they battled for the biggest breaks possible in the most dramatic tax overhaul in more than 30 years. The figures for the heavyweights are eye-popping.

"The National Association of Realtors tallied $22.2 million between Oct. 1 and Dec. 31, according to newly filed disclosure reports. That's double what the organization spent in the third quarter on lobbying activities. IN THE STATES -- "Rural America's Drinking-Water Crisis," by The New Republic's Sarah Jones and Emily Atkin: "When people think of water crises, they tend to think of big cities like Flint, Michigan, or Cape Town, South Africa. These places understandably attract the most attention, because one faulty system in an urban area can affect vast numbers of people at once. But, in reality, most health-based violations of drinking-water standards occur outside of big cities, in places like Martin County: small, poor, out of the way. Of the 5,000 drinking-water systems that racked up health-based violations in 2015, more than 50 percent were systems that serve 500 people or fewer. In those small
areas, who is going to raise hell except for the people affected and maybe the local paper?

"Put all these systems together, however, and rural America's drinking-water situation constitutes a crisis of a magnitude greater than Flint, or any individual city. From Appalachian Kentucky to the Texas borderlands, millions of rural Americans are subject to unhealthy and sometimes illegal levels of contaminants in their drinking water, whether from agriculture, or coal, or plain old bad pipes. ON GUNS... -- "After Texas massacre, military rushed to add more than 4,000 to gun ban list," by CNN's Jose Pagliery: "Since an ex-U.S. airman shot more than two dozen people in a Texas church in November, the U.S. military has added more than 4,000 names to the nation's list of dishonorably discharged military personnel banned from owning firearms -- a sign of what has been a massive hole in the nation's gun buying background check system. ...

"In the months since, the U.S. Department of Defense has scrambled to ensure all of its branches have properly updated the FBI's system to track personnel kicked out of the military who are barred from owning firearms. That push, a CNN review has found, has uncovered a backlog so significant that the FBI's tally of dishonorably discharged former service members has ballooned by 4,284 names in just three months, a 38% leap. ... The Defense Department has not yet publicly acknowledged that the military has vastly expanded its submissions since the shooting.
