Truman National Security Project ! This month, Truman President and CEO Michael Breen participated in a Facebook Live event concerning the Russia investigation, and Truman Director of Training and Public Engagement Anthony Robinson attended the Munich Security Conference. In addition, Truman staff and members provided training programming for a conference of the Women’s Legislative Lobby and gathered in Austin for the 2018 Leaders Retreat.


Gail Harris
Gail Harris is a retired captain in the United States Navy who, in 1973, broke a 200-year-old tradition when she became the first woman in naval history to serve as an intelligence officer in a Navy combat job—a full 20 years before federal laws changed making it a common occurrence. During her career, she was the first female or first African American for every job assignment and was frequently hand-selected for challenging jobs based on her outstanding performance. In August 1988, she was sent to South Korea to lead the Defense Department’s intelligence support for the 1988 Olympics, a task that involved extensive coordination with U.S. and South Korean military, intelligence, and civil agencies.


At her retirement in December 2001, Harris was the highest ranking African American female in the Navy. Her 28-year career in intelligence included hands-on leadership during major conflicts such as the Cold War, El Salvador, Desert Storm, and Kosovo, and she stood at the forefront of one of the Department of Defense’s newest challenge: cyber warfare. Since her retirement, she has worked in the Defense Industry as an intelligence subject matter expert, written for the Foreign Policy Association and Lima Charlie News, and hosted a weekly R&B radio show on KDUR. Harris currently lives in Colorado and is a Security Fellow at Truman National Security Project and a Senior Fellow at the George Washington Center for Cyber and Homeland Security.


Commenting on her career, Harris stated, “I am honored that my ceiling became the next generation’s floor.”

Breen on Facebook Live
This month, Truman President and CEO Michael Breen participated in a Facebook Live event hosted by People for the American Way concerning Special Counsel Robert Mueller’s investigation into Russian interference in our 2016 president election. Norm Eisen, former U.S. Ambassador to the Czech Republic and former White House Special Counsel for Ethics and Government Reform in the Obama Administration, led the discussion between Breen and Lisa Gilbert, Vice President of Legislative Affairs at Public Citizen. Breen argued that there is strong, bipartisan consensus that there exists “a serious and ongoing, at this moment and into the future, attack on our democracy.” He also warned that so far, the Trump Administration has neglected to either acknowledge this attack or protect
our democracy and the American people from it happening again. The hour-long event also touched on topics such as election integrity and election security, as well as how those watching at home can take action—such as through letter writing, calls to Congress, and letters to the editor—on the issues discussed.

Truman Trainings for WiLL
From 16 to 18 February, Truman staff and members provided training programming for a regional conference of the Women’s Legislative Lobby (WiLL).

WiLL, a program of Women’s Action for New Directions, brings together women state legislators from across the country to equip them on issues of federal programming and budgetary policy. This conference focused on communications skills—specifically around nuclear issues and efforts to limit the president’s authority for a nuclear first strike. Truman members and staff conducted multiple trainings (including Strategic Communications, On Camera, Social Media 101, and Op-Ed 101), delivered a briefing on nuclear issues, and assembled a panel of Atlanta Chapter members to discuss national security policy at the state level.

2018 Leaders Retreat in Austin
From 02 to 04 February, Truman members and staff gathered in Austin, Texas, for the 2018 Leaders Retreat. More than 30 Truman members, hailing from 15 Chapters and 5 Expert Groups, attended the retreat in order to receive an update on Truman’s strategic plan and to organize 2018 programming for members across the country. This involved determining priorities for 2018, strategies for local-level engagement, necessary tools to carry out the goals, and concrete timelines for action. In addition, the members received a first look at new Truman products, including the 2018 Truman Security Primer as well as the new training decks for Defending Democracy and Bridging the Gap: Tackling Bias, Inequality, and Discrimination in National Security.

Munich Security Conference
From 16 to 18 February, Truman Director of Training and Public Engagement attended the 54th Munich Security Conference (MSC) at the Bayerischer Hof Hotel.

MSC drew in nearly 700 of the world’s best military strategists, politicians, security and defense experts, and journalists to try to collaboratively tackle some of the globe’s most pressing security issues. This year included panel discussions on defense cooperation in the EU and NATO, National Security Advisor H.R. McMaster addressing Russian interference in the 2016 election, and “Sophia” the robot opening a debate on artificial intelligence in conflict. In addition, Robinson presented Truman’s new implicit bias training, Bridging the Gap: Tackling Bias, Stereotypes, and Discrimination in National Security, to a convening of more than 40 young and on-the-rise security leaders from across the trans-Atlantic space. Bridging the Gap focuses on the lack of
diversity and inclusion in the security space and the downstream effects of that missing diversity, as well as helps participants create a roadmap to addressing the issue in their respective space.
