A BUDGET DEAL IS DONE IN THE SENATE -- BURGESS EVERETT and JOHN BRESNAHAN: "Congressional leaders have clinched a two-year deal to lift strict budget caps on defense and domestic spending, Senate Majority Leader Mitch McConnell (R-Ky.) said on Wednesday afternoon. The deal is expected to increase defense and domestic spending by roughly $300 billion over two years, according to administration and congressional sources." http://go.politicoemail.com/?qs=0f0fe256d418622b51cb6115b5b3aab24eb09c670db077b38f274a044aa9611edad0beb811cd7d10e3959659ab982c89 THE DETAILS -- HOUSE REPUBLICANS just went into a 12:30 p.m. meeting to discuss the specifics ... The deal increases spending roughly $300 billion over two years .... It sets the stage for Congress to write a full-year funding bill by March 23 ... The debt ceiling is expected be lifted as part of the deal. SENATE MINORITY LEADER CHUCK SCHUMER said CHIP will get four more years of funding in addition to the six-year extension approved during the last budget fight. The deal also includes disaster relief and community health center funding. BETWEEN THE LINES ... HOUSE MINORITY LEADER NANCY PELOSI (D-CALIF.) made a statement that she could not support the big budget agreement coming down the pike unless she gets a "a commitment from Speaker Ryan comparable to the commitment from Leader McConnell" to vote on immigration legislation. McConnell has committed to putting an immigration bill on the floor, or allowing an open process that could produce an immigration bill. BY THE WAY: Pelosi has been speaking on the House floor for almost three hours in what some reporters have dubbed a #DACABuster. -- RYAN said earlier this week he will put immigration legislation on the "floor that the president supports." He has been pretty consistent that he wants immigration legislation on the floor in the next few months. -- IT IS CLEAR Pelosi likes much of the budget deal -- she said so: "The budget caps agreement includes many Democratic priorities. With the disaster recovery package and dollar for dollar increases in the defense and non-defense budget, Democrats have secured hundreds of billions of dollars to invest in communities across America. There will be billions in funding to fight opioids, to strengthen our veterans and the NIH, to build job-creating rural infrastructure and broadband, and to fund access to child care and quality higher education." -- ANOTHER DOSE OF REALITY: Pelosi's top aides have been part of the budget negotiations, which stretched into last night and continued this morning. She is a party to this deal. -- EXPECT A LONG FEW DAYS: There's a chance the House doesn't get its hands on the funding bill until Friday. A short-term spending bill might be needed to avoid a shutdown. NEWS -- HOUSE MINORITY WHIP STEVE SCALISE is keynoting the National Prayer Breakfast tomorrow morning. Democratic Rep. Cedric Richmond of New Orleans is introducing Scalise. President Donald Trump is also speaking. MIXED BAG FOR THE PRESIDENT -- A NEW QUINNIPIAC POLL gives Trump his highest approval rating in seven months -- at 40 percent, with 55 percent disapproving. However, 70 percent of voters said the American economy is "excellent" or "good" and 51 percent of voters approve of the way he is handling the economy.
