By James Hohmann ( mailto:jhohmann@politico.com jhohmann@politico.com ; Twitter: @jameshohmann) EXCLUSIVE - JOHN HOEVEN TO ENDORSE ROMNEY:NorthDakota Sen. John Hoeven and his wife Mikey will endorse Mitt Romney today. The couple will jointly chair the former governor's campaign in the Flickertail state. Hoeven, a popular conservative elected to the Senate last November, spent a decade as governor. "Mitt Romney has laid out conservative solutions...and I look forward to working with him to ensure that North Dakota is a leader in our country's economic revitalization," he says in a forthcoming statement. ** As Cain picks a fight with conservatives who buy ink by the barrel, Perry says he'd ignore The Trigger and Arizona's Supreme Court rebuffs Jan Brewer, here's POLITICO's Morning Score: your daily guide to the permanent campaign. NEWT SCRUTINY INTENSIFIES - Freddie is just the tip of the iceberg. If it looks like Newt Gingrich has staying power at the top of the polls, watch for a daily deluge of oppo hits and a lot more haters to reemerge from the wilderness. GINGRICH THINK TANK COLLECTED MILLIONS FROM HEALTH CARE INDUSTRY:"A think tank founded by GOP presidential candidate Newt Gingrich collected at least $37 million over the past eight years from major health-care companies and industry groups, offering special access to the former House speaker and other perks, according to records and interviews," The Washington Post's Dan Eggen reports. "The Center for Health Transformation, which opened in 2003, brought in dues of as much as $200,000 per year from insurers and other health-care firms, offering some of them 'access to Newt Gingrich' and 'direct Newt interaction,' according to promotional materials. The biggest funders, including firms such as AstraZeneca, Blue Cross Blue Shield and Novo Nordisk, were also eligible to receive discounts on 'products and workshops' from other Gingrich groups. The health center advocated, among other things, requiring that 'anyone who earns more than $50,000 a year must purchase health insurance or post a bond,' a type of insurance mandate that has since become anathema to conservatives." http://go.politicoemail.com/?qs=578d46ade7c87ce9dd2ae3956c1d4430729710d70a5a5bd84c61d52eb55e3f22 http://go.politicoemail.com/?qs=578d46ade7c87ce9dd2ae3956c1d4430729710d70a5a5bd84c61d52eb55e3f22 CHAMBER OF COMMERCE PAID GINGRICH AS A CONSULTANT:"The Chamber, the largest lobbying organization in Washington, paid Mr. Gingrich about $840,000, according to people familiar with the arrangement, or about $120,000 a year for seven years beginning in 2001, to serve on an informal board of advisers to its president and senior staff," Brody Mullins writes in today's Wall Street Journal. "He served as a 'fellow,' along with about a dozen other former government officials." http://go.politicoemail.com/?qs=578d46ade7c87ce9ba63d2d480fe8ca1f40fc57fc549a738f9de2110b3cbe3c8 http://go.politicoemail.com/?qs=578d46ade7c87ce9ba63d2d480fe8ca1f40fc57fc549a738f9de2110b3cbe3c8 NEWT'S PERSONAL LIFE IS NEXT - HOW WILL/SHOULD HE HANDLE HIS ADULTEROUS PAST? "'He's got a gender problem,' [Richard Land, director of the Southern Baptist Convention's Ethics and Religious Liberty Commission, tells National Review]. 'His toughest audience is going to be evangelical women. Evangelical men, depending on what Newt does and says, are more likely to give him the benefit of the doubt.' Women, on the other hand, have told Land that they would vote for Gingrich 'under no circumstances.'" More from the story: "Land thinks Gingrich should 'find a pro-family venue' and deliver a speech akin to John F. Kennedy's famous 1960 speech on Catholicism. 'He needs to make the speech of his life, and in his mind, his target has got to be 40- to 60-year-old evangelical women,' Land advises. 'And he's got to convince them that he's sorry, he regrets it, he would do anything he could to undo the pain and the hurt that he's caused, he understands the pain and the hurt that he's caused, and he has learned his lesson. That he has thrown himself on the grace of Jesus, and that if they elect him president, he will not let them down - that there will be no moral scandal in a Gingrich White House.'" http://go.politicoemail.com/?qs=578d46ade7c87ce9fdb31f2426f27515f770fd8240a12f1fe54d17f84bd52fcb http://go.politicoemail.com/?qs=578d46ade7c87ce9fdb31f2426f27515f770fd8240a12f1fe54d17f84bd52fcb TWO FORMER IOWA STAFFERS RETURN: "Two of Newt Gingrich's Iowa campaign staffers who quit in early June in frustration with the candidate's lackadaisical campaigning and fundraising have signed back on now that his polling numbers have jumped," Jennifer Jacobs writes in the Des Moines Register."Iowa Republicans Craig Schoenfeld and Katie Koberg have rejoined the Gingrich campaign as senior advisers, spokesman R.C. Cain appears to have irreconcilably turned the influential conservatives at the paper against him. Here is how the news side explained a saga that has broken through into the mainstream media:"The interview was scheduled last week and was supposed to last between an hour and about 75 minutes. Initially, the Cain campaign agreed to the full hour or more but then told the newspaper it did not want C-SPAN to tape the interview...Cain's campaign apparently scheduled another event at roughly the same time and said Cain could appear at the newspaper for only 20 minutes. Publisher Joseph McQuaid rejected the suggestion...Cain and his staff later contended the newspaper cancelled the interview." QUOTE DU JOUR, from the Union Leader publisher in his paper:"McQuaid said he was not concerned about Cain not showing up... 'I don't think he's going anywhere from here at this point, anyway,' he said." http://go.politicoemail.com/?qs=578d46ade7c87ce9cfb59ed895106f45070be28032fc6824da466527e39cd560 http://go.politicoemail.com/?qs=578d46ade7c87ce9cfb59ed895106f45070be28032fc6824da466527e39cd560 WMUR's James Pindell:"The reason Herman Cain will not win the New Hampshire primary is not necessarily the candidate, but the campaign." CAIN RECEIVES SECRET SERVICE PROTECTION:Secret Service spokesman Ed Donovan said last night that Homeland Security Secretary Janet Napolitano authorized protection "at the request of the Cain campaign and in consultation with the Congressional advisory committee." Per Maggie Haberman: "Donovan declined to say whether any threats prompted the decision to protect Cain, who at this point is the only candidate under protection other than President Barack Obama...A U.S. official said on background that it is not unprecedented for a candidate to get protection starting this early... The Rev. Jesse Jackson began getting campaign protection Nov. 23, 1987, and Nov. 10, 1983, Pat Robertson received it Dec. 1, 1987, and then-Sen. Barack Obama got it May 3, 2007." http://go.politicoemail.com/?qs=578d46ade7c87ce9c3b01681f0c5aa89609bdea5fd7a1bd18eef2949f38e610f http://go.politicoemail.com/?qs=578d46ade7c87ce9c3b01681f0c5aa89609bdea5fd7a1bd18eef2949f38e610f LETTERMAN DOESN'T GET 9-9-9:Cain pre-taped an interview that will air tonight on David Letterman's show. CBS released a one-minute, 45-second preview clip. "You don't even know what it means," Letterman tells the candidate. "You should get a toll free number, where you dial 9-9-9 and you get a free pizza." As Letterman presses him, Cain tries to be funny: "Are you trying to talk me out of this?" CAIN THINK OCCUPY IS OUT TO "DESTROY" AMERICA:"In New Hampshire on Thursday, Cain accused the protesters of 'trying to destroy the greatest nation in the world' with plans to stop traffic and subway commuters," CBS' Sarah Boxer reports from Nashua. "He accused them of trying 'to infringe upon people's right and liberty to go to work.'" http://go.politicoemail.com/?qs=578d46ade7c87ce901261bf1f844c2e2df738b9f2285b715db7e767d19ccb6b4 http://go.politicoemail.com/?qs=578d46ade7c87ce901261bf1f844c2e2df738b9f2285b715db7e767d19ccb6b4 HARRASSMENT IS A BIG MAINSTREAM CONCERN:"Nearly two-thirds of Americans say sexual harassment is a problem in this country, and about a quarter of women report having been harassed at work, according to a new Washington Post-ABC News poll. By a ratio of more than 2 to 1, women who say they were harassed at work have unfavorable views of Cain. By an even larger margin - nearly 3 to 1 - they say they are apt to believe Cain's accusers rather than the businessman." http://go.politicoemail.com/?qs=578d46ade7c87ce9cdaef42a481ac5a0a47b139ac608e4b9daf81e4e049cb802 http://go.politicoemail.com/?qs=578d46ade7c87ce9cdaef42a481ac5a0a47b139ac608e4b9daf81e4e049cb802 WILL CONSERVATIVE RADIO HOSTS TURN ON CAIN - OR JUST STOP TALKING ABOUT HIM?"Understanding that Cain is a creature of conservative talk - he's running as a sort of syndicated radio host-in-chief - is the key to decoding his unconventional candidacy and surprising resilience," Keach Hagey and Glenn Thrush write in the story leading our site today. "In recent days, at least one top talker - Laura Ingraham - has turned on Cain, even as others, including Rush Limbaugh and Mark Levin stay a pro-Cain course. But the danger for Cain, GOP strategists say, isn't that Limbaugh and other talkers will turn on Cain publicly. It's that they will simply stop talking about him - triggering a silent run on his political stock - while shifting their attention to Newt Gingrich's suddenly surging campaign." http://go.politicoemail.com/?qs=578d46ade7c87ce9a88eb680f1e39f705cc1473d58632da46bc719de9036c49e http://go.politicoemail.com/?qs=578d46ade7c87ce9a88eb680f1e39f705cc1473d58632da46bc719de9036c49e THE FRONTRUNNER - FOIA FIGHT - ROMNEY MIXES IT UP WITH DNC...AGAIN:Mitt Romney's campaign manager filed a FOIA request with Massachusetts Gov. Batchelder said talks are 'moving forward' but said the next chance for lawmakers to ratify any agreement won't be until Nov. 29," per the Cleveland Plain Dealer. http://go.politicoemail.com/?qs=578d46ade7c87ce9ec15155b2d680ce0903e2504967516a222b3395a46b3ffd8 http://go.politicoemail.com/?qs=578d46ade7c87ce9ec15155b2d680ce0903e2504967516a222b3395a46b3ffd8 TEXAS REDISTRICTING - COURT DRAFT MUCH FRIENDLIER TO AUSTIN DEMOCRATS:"The maps could give Democrats another half-dozen seats in the Texas House and drastically alter the only Senate district that was heavily changed by the Legislature during redistricting," according to the San Antonio Express News. "After the Republican leadership drew districts that ignored the growth of the Hispanic population, the court's proposal does a better job of reflecting the state's demographic changes." http://go.politicoemail.com/?qs=578d46ade7c87ce9ee2f22cc5cb8fd4ac1c90233b61e45caaa257eb3af7ae9d6 http://go.politicoemail.com/?qs=578d46ade7c87ce9ee2f22cc5cb8fd4ac1c90233b61e45caaa257eb3af7ae9d6 GAY MARRIAGE - CALIFORNIA COURT RULING A SCOTUS HEARING LIKELY:"Sponsors of California's voter-approved ban on same-sex marriage have the right to challenge a federal judge's ruling that declared the law unconstitutional, the state Supreme Court declared Thursday, clearing the way for a federal appeals court test of an issue that could make its way to the nation's high court," per the San Francisco Chronicle. "The decision addressed a procedural but potentially crucial issue: Can private backers of an initiative represent the state's interests when the governor and attorney general, who normally decide whether and how to defend laws in court, bow out of the case? The court's unanimous ruling will almost certainly allow Protect Marriage, the religious coalition that campaigned for Proposition 8 in 2008, to proceed with its appeal in the Ninth U.S. Circuit Court of Appeals in San Francisco." http://go.politicoemail.com/?qs=578d46ade7c87ce9d4a49c1f585f0c9cfcaf50cd8805dcbe5d9434809d9cbcc4 http://go.politicoemail.com/?qs=578d46ade7c87ce9d4a49c1f585f0c9cfcaf50cd8805dcbe5d9434809d9cbcc4 PANDORA'S BOX -DIGITAL MUSIC SERVICE TO PUSH TARGETED POLITICAL ADS:"Pandora will unveil Friday a new targeted ad product aimed at political candidates and special interest groups," the Wall Street Journal reports.
