Senate Democrats dropped their blockade of a short-term budget bill on Friday evening, saying they would not force a government shutdown over a dispute about coal miners' benefits. "We're not going to shut down the government. We're going to keep it open," said incoming minority leader Chuck Schumer of New York.

Sen. Joe Manchin (D-W.Va.), who led the resistance to the budget bill, said he would continue pressing the issue next year. He and other Democrats said they would vote against the funding bill, but the stopgap measure is expected to pass later Friday night.
