Dear Board of Directors, I wanted to pass along a very quick (and very good!) update. Last night, Congress released the latest Continuing Resolution and while we are still going through it with a fine tooth comb, I wanted to flag one important item. The proposal includes a significant plus-up for international affairs programs - an additional $4.3 billion above current funding levels to counter ISIS and support humanitarian programs in the Middle East. This funding will bring total FY17 funding for International Affairs to $58.8 billion-8% above current levels. You may remember that earlier this year Senator Lindsey Graham rang the alarm bells that billions more were needed to confront challenges overseas. In October, the Administration requested additional OCO funds for Defense, State and USAID, including $5.8 billion for international affairs programs. The budget and political dynamics in Washington made the request a long-shot, but we worked hard with our partners to push Congress. While we didn't get the full amount requested, this is a significant step in the right direction - especially heading into the uncertainty of next year. More in Friday's Budget Update but we expect Congress to approve the bill by the end of the week. Looking forward to celebrating a remarkable year with you all tomorrow.
