MAN ARRESTED NEAR THE CAPITOL AFTER A GUN FOUND IN HIS CAR: "At approximately 9 a.m., the United States Capitol Police (USCP) were conducting routine parking enforcement in the 300 block of New Jersey Avenue, NW. Officers observed what appeared to be a firearm in a parked vehicle. An investigation was initiated, during which the owner of the vehicle arrived on the scene. "Following a consent search of the vehicle, a weapon, ammunition, and other items were recovered from the vehicle. The owner, an adult male, was placed under arrest, and transported to USCP Headquarters for processing. Charges are pending. There is no evidence to indicate any nexus to terrorism at this time." AND THIS ... @SecretService at 11:57 a.m. "Secret Service Officers and K9 units were alerted to a vehicle at a checkpoint near the @WhiteHouse. SCOTUS WATCH -- "National Archives says it won't be able to produce all Kavanaugh documents until end of October," by WaPo's Seung Min Kim: "Gary Stern, the archives' general counsel, told Senate Judiciary Committee Charles E. Grassley (R-Iowa) in a letter Thursday that the records he has requested could total more than 900,000 pages. ... "That timeline casts doubt into whether President Trump's pick to replace Justice Anthony M. Kennedy can be confirmed by the midterm elections - much less the opening of the Supreme Court's fall term on the first Monday in October, as Republicans initially planned. After the Archives combs through all of the estimated 900,000 pages, more vetting would have to occur." WaPo THE ADMINISTRATION -- "Trump fires first shot in California car wars," by Alex Guillén: "The administration on Thursday proposed freezing the vehicle fuel efficiency standards sought by the Obama administration and moved to end California's power to enforce its own rules, setting off a legal fight that could create a schism among red and blue states over the pollution regulations for new cars and pickups. ... "The auto industry had initially urged President Donald Trump to revisit the standards for 2021-2025 vehicles ... But as with Trump's tariff and trade disputes, the companies worry that the White House is going too far." WAR REPORT -- "U.S.-led Coalition Set to Launch Final Fight Against ISIS in Syria," by Foreign Policy's Lara Seligman: "The U.S.-led coalition fighting the Islamic State for the past four years is closing in on the last pocket of militants in eastern Syria and is expecting the battle to flush them out to be a tough one, according to a top officer involved in the campaign. "More than 1,000 Islamic State fighters are holed up in the city of Hajin in eastern Syria, near the Iraqi border, including a number foreign fighters, said British Army Maj. Gen. Felix Gedney ... Experts say the battle of Hajin could mark the end of the coalition's mission in Syria, if not the elimination of the Islamic State altogether. ... Some number of fighters are thought to have shaved their beards and tried to blend in with the civilian population." The Vatican said it had changed its universal catechism, a summary of Church teaching, to reflect Pope Francis' total opposition to capital punishment. ... "The new provision is expected to run into stiff opposition from Catholics in the United States and other countries where capital punishment is legal and where many believers support it." Now, the department's inspector general will be asking if he colluded to have the chairman of Halliburton, one of the leading companies with business before the department, build him one. "In Whitefish, brewers and city officials told POLITICO that Zinke has long sought to build a microbrewery of his own, a project that over six years led him to submit plans to the City Council, discuss the move with other business leaders and personally join in a review process to change local zoning laws to make them more hospitable to such a business." As voters return to the polls this year, The Associated Press has found that scores of politicians accused of sexual misconduct are running again and poised to win - particularly in state races. That includes the deposed speaker of the House in Kentucky, who despite an ethics commission reprimand is running unopposed.
