Good Monday afternoon. AN UPDATE ON THE DOW: It has been ping-ponging since the market opened, quickly falling over 350 points before bouncing back up, followed by another drop. As of 12:45 p.m., it sits at 25.271.72, down from a daily high of 25,520.53. This follows a 665.75-point slide Friday.

WHERE THINGS STAND -- CAPITOL BUREAU CHIEF JOHN BRESNAHAN -- "House GOP scrambles to avoid shutdown": "With government funding running out Thursday night and bipartisan deals on budget caps and immigration still out of reach, House GOP leaders will meet with their members Monday night to decide how to avoid another federal shutdown. A vote to fund the government could come as soon as Tuesday.

"Speaker Paul Ryan and House GOP leaders are considering whether to attach additional money for the Pentagon to a continuing resolution to keep the government operating into late March, according to Republican lawmakers and aides. House leaders hope that will placate GOP defense hawks, who are upset that there has not been a big increase in Pentagon spending, as they had hoped when President Donald Trump was elected.

"But House Democrats -- who want an equal increase in defense and non-defense spending - will not support such a move on the stopgap. "The classified memo from Rep. Adam Schiff, the top Democrat on the House Intelligence Committee, is written to push back against the central allegations of the Republican memo from Intelligence Chairman Devin Nunes. Nunes' memo was released Friday and alleges the FBI abused the FISA process in obtaining a surveillance warrant on former Trump campaign adviser Carter Page.

"Schiff and other Democrats charge that Nunes' memo is inaccurate and misleading, and the 10-page Schiff memo goes point-by-point to counter the charges in the Nunes memo. NORTH KOREA STANDOFF -- "Democratic Senators say Trump lacks authority for military strike against North Korea," by Ayanna Alexander: "Numerous Democratic senators, led by Sen. Martin Heinrich (D-N.M.), warned President Trump in a letter Monday, that he lacks 'congressional' authority to launch a preemptive military strike against North Korea. 'Like many, we are deeply concerned about the potential consequences of a preemptive military strike on North Korea and the risks of miscalculation and retaliation,' the senators said. 'Moreover, without congressional authorization a preventative or preemptive U.S. military strike would lack either a Constitutional basis or legal authority.'

OOPS -- "Super Bowl anti-terrorism documents left on plane," by CNN's Scott Glover and Drew Griffin: "A CNN employee discovered copies of [DHS documents about a simulated anthrax attack during the Super Bowl], along with other sensitive DHS material, in the seat-back pocket of a commercial plane. The reports were accompanied by the travel itinerary and boarding pass of the government scientist in charge of BioWatch, the DHS program that conducted the anthrax drills in preparation for Super Bowl LII in Minneapolis.

"The reports were based on exercises designed to evaluate the ability of public health, law enforcement and emergency management officials to engage in a coordinated response were a biological attack to be carried out in Minneapolis on Super Bowl Sunday. The exercises identified several areas for improvement, including the problem that 'some local law enforcement and emergency management agencies possess only a cursory knowledge of the BioWatch program and its mission.'

HARASSMENT FILES -- "She Was Assaulted by the Head of the National Archives. Then the Bush White House Helped Cover It Up," by Anthony Clark in The Daily Beast: "Over the course of several weeks in January and February 2008, the OIG discovered at least five ... women whom [former Archivist of the United States] Allen Weinstein sexually assaulted, sexually harassed, or both. Other than Maryellen Trautman's, the government redacted the names of those who were interviewed. One woman, who worked for the private foundation that supports the agency, told investigators she understood that if Weinstein gave her a position in the Archives, she would be expected to maintain an intimate relationship
with him. ...

"Before the investigation closed, the White House Counsel's office, which at the time was led by Fred F. Fielding, met with Weinstein's attorneys. Already, the issue of Weinstein's medication had been raised as a defense for his conduct. ... The Report of Investigation shows that either Fielding or someone from his office sent a message to the Public Integrity Section, through Weinstein's attorney, that they should allow Weinstein to submit information to become part of the official file, and should share the OIG draft Report of Investigation with Weinstein's attorney. The plan was to then have the White House review the report, the records show, 'and respond after this process.' It was an
extraordinary suggestion. ...

After killing the article, the newspaper ordered the reporter who wrote it to delete it from the newspaper's computer system. The Review-Journal's decision came after Wynn's attorneys met with the reporter and the newspaper paid for lie-detector tests for two women who alleged a culture of harassment at the Wynn-owned Mirage."
