For the second time in his presidency, Donald Trump authorized a missile attack on Syria. Why will this work when the last one failed?

Just this Thursday, in an Armed Services Committee hearing, I reminded Secretary of Defense Mattis that when I served under his command in Iraq, he gave us a clear mission and told us what we needed to accomplish to go home.

Then I asked about Syria, and he said the troops can go home when they defeat ISIS. So what part of that strategy is this?

Anyone who uses chemical weapons should be stopped. That includes the Syrian regime and the Russians. But when Assad attacked his own people with chemical weapons just last year, we tried this same response, and it clearly failed, because here we are again.

And if these aren’t one-off strikes, then this is called a war. And that requires the authorization of Congress -- unless you don’t believe in the Constitution.

We need a strategy, Mr. President, not a series of contradictory tweets. All Americans, but especially our troops on the ground, should be asking what our strategy is in Syria.
