This month, Truman promoted our new indications and warning system, Stop the Slide, and launched a click-and-pledge campaign for our TruDiversity initiative. In addition, Truman President and CEO Michael Breen testified before a congressional committee and spoke at IDEA Week at the University of Notre Dame. Welton Chang Welton Chang is a psychologist and senior professional staff member at the Johns Hopkins University’s Applied Physics Laboratory (APL). His work at APL supports a variety of sponsors at the Department of Defense and within the intelligence community on a range of technical topics. His other research focuses on helping people make better decisions and higher quality intelligence analysis, primarily via training interventions, accountability systems, and improving reasoning. From 2005-2014, Chang served as a Defense Department analyst and U.S. Army officer. His overseas experience includes 21 months in Iraq and a year in South Korea. He sits on the board of the John Sloan Dickey Center for International Understanding and the American Resilience Project. He is a non-resident senior associate at CSIS, a Millennium Fellow at the Atlantic Council,\u200b and a Fellow with Truman National Security Project. Chang earned a BA in government from Dartmouth College, an MA in security studies from Georgetown University, an MA in psychology from the University of Pennsylvania, and a PhD in Psychology at the University of Pennsylvania. \u200bSince the 2016 election, Chang has been working with the Truman community to develop Stop the Slide, an early warning system for the rise of authoritarianism in the United States. Meanwhile, at APL, he has been focused on understanding and countering Russian influence operations, developing models and simulations for national security applications, and leveraging data analytics to help defense customers answer high priority questions. An article about groupthink in foreign policy that Chang co-authored was recently accepted for publication in the Journal of Politics, a top-ranked political science publication. 01-03 June 2018: TruCon18 in Washington, DC October 2018: Truman's Annual Awards Dinner Breen’s Congressional Testimony on Immigration On Thursday, 12 April, Truman President and CEO Michael Breen testified before the House Oversight and Government Reform Committee’s Subcommittee on National Security—specifically on the alleged threat of a “caravan” of migrants coming to the U.S. southern border. Breen’s testimony focused on the material cost of President Trump’s indefinite deployment of the National Guard to the board, the negative effects of this deployment on military readiness, and the non-threatening nature of refugees seeking asylum from extreme violence in Central American countries. Truman at IDEA Week On 21 April, the Truman Chicago Chapter organized a day trip to South Bend, Indiana, for the University of Notre Dame’s inaugural IDEA Week. The conversation included a wide variety of topics, such as technology, climate, and the unique role of small cities in American national security. This project tracks more than 180 indicators of the overall health of our democracy; by looking at them both individually and together, we can understand the importance of changes over time and monitor trends. Truman members, led by Security Fellow Welton Chang and together with Truman staff, began the work for this project during TruCon17, and then continued with small working groups of democracy experts and policy professionals in fall 2017. TruDiversity works to expand the diversity of Americans contributing to every level of the U.S. national security and foreign policy apparatus in order to enhance our nation’s security and global leadership.
