A Briefing with Sen. Phil Gramm: Perspectives on the Federal Budget Challenges

As Congress and the Administration struggle with budget challenges on the sequester, the debt limit, the government funding bill, the budget resolution and tax changes, please join us for an informative discussion on what may lie ahead with former Texas Sen. Phil Gramm, the author of the 1985 Gramm-Rudman sequester process. Sen. Gramm will be joined by Steve McMillin, former deputy director of the Office of Management and Budget, who will provide key insights into the mechanics of the Administration’s efforts to implement any sequester and manage future debt limit challenges, and Mike Solon, the former economic adviser to Senate Republican Leader Mitch McConnell, who will provide some perspective into the actions and plans of the House and Senate GOP leadership.

As a congressman and a senator, as a democrat and a republican, Phil Gramm has been deeply involved in the most important budget struggles over the past 35 years. Having used past debt limit bills to attempt to leverage changes to the budget—and now having his sequester mechanism from 1985, as revived in the Budget Control Act of 2011, apparently poised to impose the first of as many as eight more across-the-board spending reductions—Sen. Gramm has unique insight into the sequester, potential alternatives and waivers, and what the next steps are, as Congress faces yet another debt limit hike early this summer.
