Runde on seeking a proper U.S. withdrawal from Afghanistan.

The United States and its allies have made significant commitments to Afghanistan in terms of troops, funds for the Afghan security forces, and economic and development assistance over almost 20 years. These commitments, coupled with the Afghan government’s increasing self-reliance, have yielded important health, social, political, and economic gains that are often ignored or overshadowed by the challenges that Afghanistan faces. In this new policy brief, Ambassador Earl Anthony Wayne and Daniel F. Runde review the progress made in Afghanistan and warn that a precipitous U.S. withdrawal from Afghanistan could endanger many of the important gains made to date. Instead, the United States should consider a gradual withdrawal of troops, security funding, and economic assistance on a timeline based on Afghanistan’s ability to meet certain benchmarks and progress on peace negotiations...
