Please find attached the final, laid-out draft of the CSIS Council report. *We
are seeking your sign-off for publication by COB Monday, February 4. *

This document has been significantly improved because of your leadership
and guidance. We realize that not everyone will agree with every point in
the report, but we believe this document reflects the broad consensus of
the group and the key themes from our meetings over the past year. We have
circulated this draft to the rest of the group for their sign-off as well.
We are in the process of designing the cover, which will be ready in the
next several days. Also, please note that this draft will go through a
final copyedit prior to publication.****

**· ***Monday, March 4, 1:00pm-5:00pm:* CSIS will host a launch event
to release the findings of the report to a public audience. ****
