I think there is plenty of good stuff here. The "four year commitment" section is gold. One of the things I liked in the last draft was the tight link between the thought of Gov in 2016 and the decision not to run now. I would suggest flipping that sixth graf (therefore, I am announcing...) with the seventh. With that change, the thought process you went through is explained before your decision is announced. One clarification: is this a press release or an email to supporters? If an email, the "take care" ending is good. But if it's a press release, I suggest cutting that.
