GOP ESTABLISHMENT CRUSHES TEA PARTY - POLITICO's James Hohmann's takeaways from last night's primary results in North Carolina: "It was a big night for the GOP establishment Tuesday, as Thom Tillis won the Republican Senate nomination in North Carolina, clearing the 40 percent threshold to avoid a runoff. The speaker of the state House now has six months to train his fire on vulnerable Democratic Sen. Kay Hagan. The result secures the Tar Heel State's status as a top GOP pickup opportunity this fall. Here are our five takeaways from Tuesday night: The establishment will be emboldened to play in more upcoming primaries ... The electability pitch works ... Rand Paul falls short ... Republican
chances of winning the seat just shot up ... Tea party candidate quality matters."

--More analysis, from the New York Times's Jonathan Martin: "While Mr. Tillis is no moderate - he pushed through a conservative agenda in the Legislature - the North Carolina results represent a win for such Republican groups as the U.S. Chamber of Commerce and the Karl Rove-backed American Crossroads, both of which aired TV ads in the state in an effort to ensure Mr. Tillis did not have to face a potentially draining mid-July runoff. The groups, along with the Senate Republican leadership, were also concerned a runoff would give an opening to Mr. Brannon, who they feared could not beat Ms. Hagan. In the final days of the primary, the race became something of a proxy war between
high-profile Republicans. Jeb Bush, the former governor of Florida, and Mitt Romney, the party's 2012 presidential candidate, both offered late endorsements of Mr. Tillis, while Senator Rand Paul of Kentucky appeared Monday at a rally in Charlotte, N.C., for Mr. Brannon."

--"But it was Mr. Paul's only trip to the state on behalf of Mr. Brannon. In addition to dividing the anti-establishment vote with Mr. Harris, Mr. Brannon was not able to win support from well-funded conservative groups, like the Club for Growth, that insurgent candidates often rely upon to defeat mainstream Republicans. That lack of help was not only a letdown for Mr. Brannon, it was also a disappointment to Democrats, who were hoping that the Republican race would continue into July."

BOEHNER CLOBBERS TEA PARTY CHALLENGER - CQ Roll Call with the roundup on the Speaker's reelection bid, as well as other notable primary races in Ohio: "Speaker John A. Boehner of Ohio beat three GOP primary opponents on Tuesday to win the Republican nomination in the district he has represented for 12 terms. Boehner defeated teacher J.D. Winteregg, his most formidable primary opponent in the 8th District race, 74 percent to 15 percent, with just early votes reporting, according to The Associated Press ... This year's 8th District GOP primary marked the most spirited challenge Boehner has faced in years, according to Republican operatives in Ohio. Winteregg raised just $48,000 for the entire
contest - a paltry sum compared to the nearly $13 million Boehner has brought in this cycle. But Winteregg released a campaign ad that went viral, a tongue-in-cheek spot that took shots at Boehner's leadership."

BEHIND THE BENGHAZI SELECT COMMITTEE - Jake Sherman and Lauren French gives the behind-the-scenes look at how the special panel came about: "Some conservatives had publicly pressed GOP leadership for a select committee, but [Speaker John] Boehner - ever the institutionalist - was reluctant to go that far. His natural tendency is to let the committees do their own work. But Boehner was especially engaged on the issue - sharing the GOP's contention that the White House isn't fully cooperating with Congress. He's also aware that politically he had few other options."

--The final straw came last week when Judicial Watch, a government watchdog group, released a cache of emails obtained under the Freedom of Information Act that House panels had been unable to receive even after issuing a subpoena. In Boehner's mind, one of two things was happening: The Obama administration was giving House Republicans short shrift, or House committees were unable to get the full documents. Either explanation was unacceptable. 'I think the select committee - there is a sadness to it in a way,' said Rep. Peter Roskam (R-Ill.), the party's chief deputy whip. 'By that I mean, the speaker was reluctant to do this, it's not something he was celebrating or anxious to do, even
with earlier calls for it.'"

--The Hill's Russell Berman with the rundown of the basics of the Benghazi committee: "The House select committee investigating the Benghazi terrorist attack will have 12 members but no set budget or deadline for reporting its findings to lawmakers, according to legislation released by Speaker John Boehner's office on Tuesday evening. The proposal calls for seven Republicans and five Democrats, an uneven ratio that could cause Democrats to boycott a panel they say is unnecessary and aimed at politicizing the tragedy that killed four Americans at the U.S. consulate in Benghazi, Libya, on Sept. 11, 2012."

--Late last night, House Minority Leader Nancy Pelosi and House Minority Whip Steny Hoyer sent a letter to Boehner, urging him to reconsider their proposal for giving Democrats equal power on the Benghazi committee. "More than a new chairman is needed to correct the obvious deficiencies in this partisan Republican oversight," they wrote. "What is needed is a fundamentally different approach."

SENATE SQUABBLES OVER AMENDMENTS - Kathleen Hunter writes for Bloomberg: "Senate Republicans want to vote on energy proposals that could bolster their party's candidates in this fall's election. Their problem: Majority Leader Harry Reid won't let them. Mitch McConnell, the top Senate Republican, is pressing for a vote to help Kentucky's struggling coal industry just two weeks before his Republican primary contest. He's trying to bar the Environmental Protection Agency from issuing new carbon standards for U.S. power plants, a step that may shutter plants in his home state ... Reid, a Nevada Democrat, has said he won't allow any amendments. Instead, he's promised a separate vote on whether
to force approval of TransCanada Corp.'s Keystone XL pipeline as way to entice Republicans to help advance the energy-efficiency bill. McConnell, who faces Louisville businessman Matt Bevin in the state's May 20 Senate primary, has made his support for eastern Kentucky's coal industry a central theme of his bid for a sixth term."

REID BREAKS WITH OBAMA, BACKS EARMARKS - POLITICO's Burgess Everett with the lede of the day: "Harry Reid is comparing Republicans to 'greased pigs' - but he's not afraid of a little pork. The majority leader gave a strong defense of congressional earmarks on Tuesday afternoon and said President Barack Obama is 'wrong' to support a ban on congressional earmarks installed by the tea party wave of Republicans. Reid, perhaps the president's closest ally in the Senate, made sure that reporters did not second-guess his remarks boosting the controversial spending practice, advising that journalists 'underline, underscore' and use 'exclamation marks' when writing about the Nevada Democrat's
position."

SENATE WOMEN PRESS OBAMA ON NIGERIAN KIDNAPPINGS - The Washington Post's Ed O'Keefe has the story: "The 20 women serving in the U.S. Senate are on the verge of asking President Obama to take further steps to condemn the kidnapping of hundreds of Nigerian girls, according to one of the senators leading the effort. The kidnappings that occurred last month have drawn global condemnation, especially through social media, where #BringBackOurGirls has become a trending topic of conversation on Twitter and other platforms. The senators' efforts come as the leader of Boko Haram, the Nigerian Islamic extremist group, is threatening to sell the nearly 300 teenage schoolgirls abducted from a
school in the remote northeast section of the country. Abubakar Shekau has also claimed responsibility for the April 15 mass abduction and is warning that his group may attempt to kidnap more girls."

--"On Tuesday morning, Sens. Susan Collins (R-Maine) and Barbara Mikulski (D-Md.) were seen gathering signatures on the Senate floor from the 18 other women who serve in the Senate. Repeatedly, Collins and Mikulski approached their colleagues, handed them a pen and implored them to sign. Each of the women senators did and several were seen agreeing with Collins and Mikulski that the situation is 'horrible.'

THE ROGERS REPORT -- David Rogers with the latest in the House approps process: "House Republicans rolled out a giant transportation and housing bill Tuesday morning that cuts about $1.8 billion from current program funding to help compensate for a shortfall in anticipated receipts from the Federal Housing Administration's mortgage insurance program. FHA estimates by the Congressional Budget Office are $4.2 billion under what the White House's Office of Management and Budget predicted in March, and this leaves fewer resources than either political party had anticipated under the statutory caps approved last December.

--"Indeed, when all the puts-and-takes are accounted for, President Barack Obama's appropriations requests add up to about $4.4 billion more than the 2015 caps allow under CBO scoring. Most of this overage - $3.7 billion - is on the non-defense side of the ledger and will force some awkward choices for Democrats especially."

'THE UNDERCOVER SENATOR' - The Washington Post's Ben Terris files this dispatch from Greenville, S.C. of Sen. Tim Scott (R-S.C.)'s "unconventional listening tour": "There's a new volunteer at the Goodwill clearance center, and there's a lot to learn. He's told to toss anything that requires an outlet, to put purses in their own box, and to never throw away a Bible. His guide for the morning, James Copeland, has been working at this warehouse for the past five years. Copeland, who's missing a finger, came here straight from prison. 'So many people out on the street know they can make more money out there, that's what's on their minds,' Copeland says. 'That's why I did five years. Crack.'

--"The volunteer, a 48-year-old man, also black, nods as he deposits a deflated football into the for-sale bin. 'My cousin did seven in federal,' he tells Copeland. 'Man, one of my best friends in high school, he had all the money. He had a Mercedes. He did real well with drugs. Unfortunately, sooner or later everybody seems to get caught.' As they talk, an older white woman wanders over and asks, 'You here for court-ordered time?' 'Not this time,' the volunteer says. What he neglects to mention is that his name is Tim Scott, that he's a United States senator - her senator - and that he's up for reelection in the fall."

GOP: SHINSEKI MUST GO - POLITICO's Jeremy Herb and Burgess Everett: Senate Republican leaders called Tuesday for Veterans Affairs Secretary Eric Shinseki to resign in the wake of a medical center scandal in Arizona. Senate Minority Whip John Cornyn of Texas called for Shinseki to step down shortly after Sen. Jerry Moran (R-Kan.) gave a floor speech demanding he resign, as Republicans quickly ramped up pressure on the embattled VA secretary. Senate Minority Leader Mitch McConnell of Kentucky stopped short of calling for Shinseki's resignation outright but said 'a change in leadership might be a step in the right direction.'

-- Sen. Richard Burr of North Carolina, the top Republican on the Veterans Affairs Committee, told POLITICO on Tuesday that he also thinks it's time for Shinseki to go. 'With all the problems the VA has had over the last several years, it's time for new leadership,' said Burr. 'I have no hope you can accomplish any changes with the current regime.' Even some Democrats are weighing Shinseki's future. 'I'm looking at it, and I'm trying to figure out what is going to be the best for veterans. It shouldn't be about a political scalp. It should be: How are we going to improve care for veterans?' Sen. Claire McCaskill (D-Mo.) told POLITICO."

CONGRESS DEVOLVES INTO HIGH SCHOOL - CQ Roll Call's Christina Bellantoni and Matt Fuller on the spat of the day: "A planned Democratic hearing on an unemployment benefits extension was quickly transformed into a news conference Tuesday, with Democrats blaming Republicans for the stalled legislation and a spat erupting over meeting space. Democrats changed their plans to hold a Democratic Steering and Policy hearing on the unemployment insurance issue Tuesday after Republicans balked, saying that Democrats were using the committee room improperly. Democrats accused Republicans of 'kicking House Democrats out of a room' and attempting to 'silence the voices of Americans' who are without
unemployment benefits."

--"But according to documents obtained by CQ Roll Call, Education and the Workforce Committee ranking Democrat George Miller of California requested the committee room for the hearing, but called it a 'members meeting' and suggested press would not be in attendance. The documents to use the committee room showed that under subject matter, Democratic aides wrote: 'Mr. Miller would like to hold a Members meeting.' The box asking if media would be present for the meeting was checked 'no.'"

FATTAH, JR.: HOW THE FEDS RUINED MY LIFE - The son of Rep. Chaka Fattah (D-Pa.) with a first-person piece for Forbes: "On February 29, 2012 my constitutional rights to due process, equal protection and the presumption of innocence were violated by employees of the IRS, FBI and DOJ due to their unlawful disclosure to media outlets of my name, address, and timing of their visit to my apartment, then at the Ritz-Carlton in Philadelphia. Instantly, I went from a well-known, successful small business owner and son of a then 9-term U.S. Congressman to a publicly accused violator of our nation's income tax laws ... I have lost my apartment, my credit score, personal and professional relationships
that meant a great deal to me, income, and my reputation as a hard-working business owner who earned his place in this world. Why me? This all happened when I was 29, over two years ago. I do not think it would have happened if not for some local political interest in embarrassing my father and thereby my entire family."

DE BLASIO HITS THE HILL - Dan Friedman writes for the New York Daily News: "New York Mayor Bill de Blasio huddled with members of the city's delegation on Tuesday to discuss New York's priorities in Congress and lawmakers' priorities in New York. After some delegation grumbling about access to the mayor, members said they appreciated the meeting, especially since neither former Mayor Michael Bloomberg nor current Governor Andrew Cuomo favors such sit-downs. 'This mayor, when he fielded questions, it was one on one. He was part of us. His level was talking with us, not to us," said Rep. Eliot Engel (D-Bronx), comparing de Blasio's outreach to Bloomberg's less egalitarian style ... Rep.
Michael Grimm (R-Staten Island) who has been eager to project a "back-to-business" approach since his recent indictment on 20 counts related to tax evasion attended the sit-down. The Mayor, who has been a harsh Grimm critic, said he wasn't shocked the city's only Republican showed up for the meeting. 'Obviously he's a member of the delegation. He's been very concerned about making sure we get Sandy relief to families. I thought it was totally normal.'"
