The percentage clause should be an escalating scale based on dollar amounts recovered. The country contract should also include base payments each month to IFAR, which will be reimbursed under the first lien clause. Through this business model, there shouldn’t be a huge amount needed for start up costs. However, enough funding for travel to secure country contracts, initial salaries for the forensic accountants, and professional fees for initial asset recovery efforts. We should start ASAP. Set up the company structure as needed, finish the legal documents, discuss with the World Bank in February and by April be prepared for meetings with representatives of certain countries. Honestly this mission is a noble one and could garner results if not for the fact that I am now certain that the US doesn't care if we ever get one dollar back, or freeze one dollar of power broker or insurgent.. currently as we are attempting to get bank records to isolate the flow of money through the contracting chain P4 (Petraeus) is putting these guys on the US payroll and trying to re-integrate them.. btw, this may be a fine strategy, but it runs counter to the entire TF 2010 mission statement.. My personal opinion is that the capacity building we are doing is the literally the biggest waste of US money in the history of the Republic. The roads we built are already crumbling, 10 bridges got blown up two weeks ago, the vertical structures are all crumbling.. there is no infrastructure to sustain any of this..
