it is depressing and I could ( and will) give you 25 more stories like it when I see you. I absolutley agree with you on scaling this effort out. I will forward you an email from Tom on the basics of how we can begin to scope it. The World Bank is a great place to start and we have friends there. They have a program called StAR (Stolen Asset Recovery) Program which is right in our wheel house for you what you described. There are a couple of ways to work it: One is to have the country hire us and get a first lean against expenses on all recoveries and a percentage to us on top of that. If we funded it ourselves and did really thorought due diligence on our first target, we could raise some dough, fund it ourselves and take a little bigger percentage. We have that deal with Liberia now.. I think it caps at 15% over $10 million. The IOC would be another one. I set up two "strategic alliances" with firms in Chicago last summer when Tom and I were getting the AF peice underway so I have access to seasoned accountants that we can bring on as we need them. We are probably going to be offered another full year here, but I won't stay so lets figure out how we begin this. Start with who the Team/company will be, you, me, Tom etc. Then think about our mission statement which I will write. We have a website already Rmetrics.net, that we can take some of the wording from, but frankly our Scope Of Work here is one that can be tweaked into a full blown mission statement for the newco. Then we think about what country to start with. You and I set up meetings with World Bank, African Development, Millenium Bank for starters. We take our current Liberian effort and role it in. We are about to file a $30 million dollar law suit against the Country of Serbia (Ironic isn't it) for violation of the UN Arms Embargo when Taylor was President. We have a very solid case great local council in Belgrade. Even though little if anything will come from our forensic work here, we are referred to as the "secret sauce" because "following the money" is the ballgame. I am ready to a) leave this rathole, and b) put together a world class international asset recovery firm, and know we can knock it out of the park. If you plan to be in Europe or the Middle East in the next few months I will meet you where ever you want. Dubai is only 3 hours from here and I can connect to lots of places from there. If not, we can do a lot of this by email, and when I am back spend a day or two flushing it out. standing at the ready. PS. Honestly this mission is a noble one and could garner results if not for the fact that I am now certain that the US doesn't care if we ever get one dollar back, or freeze one dollar of power broker or insurgent.. currently as we are attempting to get bank records to isolate the flow of money through the contracting chain P4 (Petraeus) is putting these guys on the US payroll and trying to re-integrate them.. btw, this may be a fine strategy, but it runs counter to the entire TF 2010 mission statement..
