06/21/2016 07:52 AM EDT By Heather Caygle (hcaygle@politico.com or @heatherscope) With assistance from Daniel Lippman COLLINS' COLLABORATION COMING TODAY- Sen. Susan Collins, flanked by a bipartisan group of moderate Senate Republicans and Democrats, will roll out her much-anticipated gun control compromise at an afternoon press conference. The proposal, coming on the heels of the Orlando massacre, will be a welcome breath of fresh air after four other gun control votes expectedly failed Monday in what was billed as partisan political theater by both sides. "The response has been very encouraging and there is tremendous interest," Collins said as she was leaving the Capitol Monday night. "I have had calls from literally dozens of senators over the weekend and today. And so, I'm cautiously optimistic." One notable difference: Collins said the bill is very similar to the outline Burgess wrote about last week, with one major change related to the five-year lookback provision. She told reporters Monday the proposal now incorporates language suggested by Sens. Lindsey Graham and Bill Nelson that's similar to what was in Sen. Dianne Feinstein's amendment: "The five-year lookback would apply to the Terrorist Screening Database, the TSDB. But you can still purchase the gun, it's just the FBI is notified if you were, within the past five years, on that list," Collins said. People on the no-fly list would still be barred from buying a gun. 'No Bubbas on this list' - Graham said regular ol' Americans shouldn't worry that they'll mistakenly end up on a list denying them from purchasing a gun. "There are no Bubbas on this list. If you're on this list, it's not because you went to a Tea Party rally or you've got a political ax for the president or you're a liberal. You're on this list because you're doing things that unnerve the FBI to the point that you can't fly on an airplane," Graham said. Doubt creeps in: Senate Republicans were already casting doubt on Collins' bill Monday evening. From Seung Min: Senate Majority Whip John Cornyn said "that the problematic feature in the Maine senator's plan is that the chance to appeal the government's decision to ban a weapons purchase comes after the sale is already denied. 'I think that's kind of a fundamental line for a lot of Republicans, and I would hope for a lot of Americans,' Cornyn said." What's next: Senate Majority Leader Mitch McConnell will allow roll call votes on both Collins' plan and a separate Sen. Pat Toomey proposal. Both votes would be attached to the CJS spending bill currently on the floor, reports SMK. On the trail: Wondering why the votes Monday shook out the way they did? Wonder no more: "The gun votes are likely to be used as campaign fodder in competitive Senate races this fall, as Democrats use them to pressure vulnerable GOP senators running for reelection. On a conference call Monday, Democrat Katie McGinty, who is running against Toomey in Pennsylvania, likened Toomey's position on gun policy to that of conservative stalwart Ted Cruz." That's long gone. But, Sen. Bernie Sanders' hopes of reforming the superdelegate system is gaining steam among his Democratic colleagues. The Burgess-SMK dispatch: "Politico interviewed nearly 20 of Sanders' colleagues over the past week and found a surprisingly strong appetite for change, including among influential members of the party establishment such as Sen. Tim Kaine (D-Va.), a top prospect for vice president." "More than half the senators surveyed support at least lowering the number of superdelegates, and all but two said the party should take up the matter at next month's convention in Philadelphia, despite the potential for a high-profile intraparty feud at a critical moment in the campaign." Why it matters: "The findings point to growing momentum among Democrats for changing a system that's been criticized for giving party bigwigs undue sway over the nominee at the expense of the grass roots. But powerful Democratic Party constituencies, including the Congressional Black Caucus, are firmly opposed. And lawmakers who are open to reform disagree over how far-reaching it should be." Patty Murray: "Do I look like a superdelegate? Because I don't feel like one." WE'RE ROLLING INTO TUESDAY, June 21. Good morning and thanks for reading POLITICO's Huddle, your play-by-play guide to all things Capitol Hill. And if your Monday was as long as mine-thanks Summer Solstice-this video of pugs splashing around in the pool is sure to perk you up. TODAY IN CONGRESS - The House kicks things off at 12 p.m. with votes postponed until 6:30 p.m. The Senate gavels in at 10 a.m. and will recess for weekly caucus lunches starting at 12:30 p.m. AROUND THE HILL - At 10 a.m. House Democratic Whip Steny Hoyer and Rep. Mark Takano speak at the annual Capitol Hill Maker Faire in the Rayburn cafeteria. Hoyer holds his weekly pen and pad at 11 a.m. in H-144 in the Capitol. Sen. Susan Collins holds a 1:45 p.m. press conference on her gun control bill. Rep. Lee Zeldin holds a press conference speaking out against China's Yulin Dog Meat Festival at 2 p.m. in the House triangle. Rescue dogs will be present. House Speaker Paul Ryan holds a 2 p.m. conference call on the GOP's healthcare plan. ** A message from Americans for Responsible Solutions, Gabby Giffords, and leaders united against hatred and gun violence: We are coming together as one voice to condemn the violence and hatred that reared its hideous head in Orlando. We call on the powerful advocates who have known both the debilitation of hatred and the tragedy of gun violence to join us. ** HUDDLE SNEAK PEEK: A bipartisan group of senators led by Sen. David Perdue is rolling out a resolution today condemning Russia's escalating military aggression against U.S. aircraft and ships. The group, all members of the Foreign Relations Committee, also urges the U.S. and its allies to keep the pressure on Russia to end its "provocative behavior." At least that's what several GOP senators are hoping for after news Monday that presumptive Republican nominee Donald Trump gave his campaign manager, Corey Lewandowski, the boot. Burgess and yours truly had the unenviable task of asking lawmakers what they thought about the news (these folks really don't want to talk Trump): "All of us have been disappointed with some of the comments and think he's got to refocus," said Sen. Mike Rounds of South Dakota. "He got into personal things and now he's taking a second look at that hopefully. A lot of us want to be his supporters and not his defenders. And there's a difference," Rounds added. The move comes "as the iPhone maker tries to strengthen its relationships with key Republicans - despite its decision to pull support for the GOP convention because of its distaste for Donald Trump. Cook will help generate cash for Ryan at a private breakfast on June 28 in Menlo Park, Calif., along with Gary Wipfler, the company's treasurer, according to an invite obtained by POLITICO on Monday. The money benefits not only the speaker but a joint fundraising committee aimed at helping to elect other House Republicans." http://go.politicoemail.com/?qs=072f387e1cdfc6b206ae95d1c3f2f52fcd13197c96d40b15eb7c5d2c2cf247dd LIBERAL DEMS WANT ASSAULT BAN VOTE - From Bres: "A group of liberal House Democrats is calling on Speaker Paul Ryan to hold a vote on an assault weapons ban before Congress adjourns for the summer recess, according to a letter being circulated among lawmakers. The Congressional Progressive Caucus, which includes 75 House Democrats, wants Ryan to postpone the seven-week House recess that begins July 15 unless there is a vote on the measure." http://go.politicoemail.com/?qs=072f387e1cdfc6b2c9d542346cbdd4f6dc5e429b9c7590fad9bcec9d4bae25bf CHAMBER OF COMMERCE BACKS DEM - Yup, you read that right. Roll Call: "Nebraska Rep. Brad Ashford, one of this year's most vulnerable incumbents, earned the pro-business group's endorsement at an event in the state's 2nd District. ...So far this cycle, the Chamber has backed three other Democrats: California's Jim Costa, Texas' Henry Cuellar and Arizona's Kyrsten Sinema. ...At a parade over the weekend, Ashford was asked if he was a Republican. He didn't say no. 'Aw, I don't know. Whatever you want me to be,' he said, according to tracking footage from Republicans." http://go.politicoemail.com/?qs=072f387e1cdfc6b2fdf6ae566e0be681cd699d4adc46e0ac6a76343a3dd3c3dc DOING GOOD IN THE NEIGHBORHOOD - Looking to help out around the Hill? Several staffers for Rep. Devin Nunes have formed a new group, Hill Helpers, in an effort to connect D.C. professionals with charities around the area for one-time volunteer sessions. The idea came after the group set out to volunteer locally but couldn't find many one-off opportunities. Check out the group's Facebook page for more info and to see all the events they've already organized, including greeting WWII vets at Reagan Airport and a clean-up day for a summer camp that helps disadvantaged kids in the area. EXIT LANE - Evangeline George will be leaving House Minority Leader Nancy Pelosi's office to take a gig with Uber in her hometown of Atlanta. Caroline Behringer, current spokeswoman for House Ways and Means Democrats, will jump to Pelosi's office as the new deputy communications director. Chud Wendle, district director for Rep. Cathy McMorris Rodgers, has left the Washington lawmaker's office for a new gig as executive director for Hutton Settlement Children's Home in Spokane. Wendle steps into his new role in July. HASTERT REPORTS TO PRISON THIS WEEK - The AP: "Former U.S. House Speaker Dennis Hastert must report to a federal prison in southeastern Minnesota this week to begin serving a 15-month sentence in his hush-money case, one that revealed the 74-year-old sexually abused at least four boys decades ago when he coached wrestling at a suburban Chicago high school. When he enters the prison gates, which he must do by Wednesday afternoon, the nation's longest-serving GOP speaker who for eight years was second in the line of succession to the presidency will be known to prison guards as Inmate No. 47991-424." http://go.politicoemail.com/?qs=072f387e1cdfc6b2dd6ae2d10f4c1061e05e22c3b19537eef98018a464eff226 MONDAY'S TRIVIA WINNER - John Schwenk was the first to chime in that Sam Houston was an honorary Cherokee and governor of two states. TODAY'S TRIVIA - John with today's question: As a displaced Hoosier, and in honor of Indiana's Bicentennial this month, in what city was the Indiana Constitutional Convention of 1816 held? We call on the powerful advocates who have known both the debilitation of hatred and the tragedy of gun violence - be it public violence or private, a mass shooting or a stray bullet, murder or suicide - to join with us in condemning the hatred and gun violence that threatens not only our families, but who we are as a country.
