06/16/2016 07:07 AM EDT By Burgess Everett (@burgessev or beverett@politico.com) MURPHY ENDS FILIBUSTER At 2:11 a.m., Connecticut Sen. Chris Murphy relinquished the floor this morning after a nearly 15-hour filibuster over gun control. Murphy did not succeed in bringing the Senate together on a solution -- negotiations over banning terrorists from buying guns all fared poorly over the last 24 hours -- but he stepped down with the understanding that the Senate would hold votes on background checks and the terrorism watch list. "We've gotten to a place where we're going to get votes on these important amendments," Murphy, who had led the rhetorical charge on the Senate floor, said shortly before 1:30 a.m. Thursday. "What would've been unacceptable is to spend this entire week on legislative business that was irrelevant to the epidemic of gun violence that has been made more real than ever." No deal on guns: "In an election year, even something that seems politically unassailable - such as barring potential terrorists from getting weapons -- is proving to be an incredibly difficult task. While senators in both parties say they want a solution, the Democrats' attention-grabbing filibuster may be remembered more vividly than sputtering negotiations aimed at finding a compromise to close the so-called terrorist gun loophole. 'I'm not looking for cover; I'm looking to get something done here,' said Sen. Pat Toomey (R-Pa.), who was speaking with the pro-gun control group Everytown for Gun Safety about a potential compromise. But Democrats have already rejected that proposal as worse than previous Republican offerings." Seung Min and I have the wrap: http://go.politicoemail.com/?qs=61520aef3bd7174e9360da738cf6a62a2e10532b2557fb741765e8e4afb4cc80 Tale of the tape: According to Roll Call, Murphy is just cracking the top 10 in terms of longest filibusters of all time. http://go.politicoemail.com/?qs=61520aef3bd7174ea3b0db096944a1abc0f0beba5b296b25d266234ae7537de3 @mkraju: Reid called me a "major pest," then poured cold water on Cornyn-Feinstein gun talks. "Anything Cornyn wants, NRA wants, I'm opposed." RYAN SEEKS TO CLAW BACK POWER FROM W.H.: "The fourth of six task forces created by Speaker Paul Ryan (R-Wis.) - this one on 'The Constitution' - calls for Congress to reassert its authority over drafting laws and deciding how federal funds are spent. According to the task force, the executive branch, and to a lesser extent the judiciary, have usurped power from a somnolent Congress, which has had a detrimental impact on the country as a whole ... The task force offers four main recommendations, only some of which Congress can implement on its own: 'reestablishing and enforcing limits on agency authority; reforming the rule-making process; exercising the power of the purse; conducting more robust oversight of the executive branch.'" CLC GREENLIGHTS RUBIO RUN: As Sen. Marco Rubio has publicly agonized over whether to reverse himself and run for reelection, one impediment has remained: His friend, Lt. Gov. Carlos Lopez Cantera, is in the race and Rubio has essentially pledged his support to Rubio. They "were at the scene of the Orlando massacre on Sunday when they had an unusually frank conversation about their political futures. 'You should reconsider running for your seat,' Lopez-Cantera told Rubio as they sat in the senator's pickup truck about an hour before sunset, after witnessing the aftermath of the deadliest mass shooting in U.S. history ... 'I don't want you to feel like you have to say that because of outside pressure,' Rubio responded." Rubio says he will take the weekend to decide -- the deadline is next Friday. Randy Forbes's loss on Tuesday underscores how the ranks of experienced nat sec hands could be thinned by this election. "Perhaps over a dozen key lawmakers could be gone by the time a new president is sworn in January - including [John] McCain and his hawkish ally Sen. Kelly Ayotte (R-N.H.), who are both fighting for their political lives, as well as nine members on the influential House panel who have decided to run for the Senate or retire. The turnover could be the highest since the 2010 midterm elections, when four House Armed Services lawmakers retired or ran for other offices and 11 were defeated in their bids for reelection." Connor O'Brien with a good one: http://go.politicoemail.com/?qs=61520aef3bd7174e6bdd990bdf40c45effe2778fcc18f26dec18201292fe84f3 'Twas a long night but it's morning now. WEDNESDAY'S MOST CLICKED: The Virginian-Pilot's story on Rep. Randy Forbes losing his primary. THE TRUMP FACTIONS: Jennifer Steinhauer breaks downs the loose categories of how congressional Republicans are dealing with Trump. "There are the fast walkers - like Senator Patrick J. Toomey, the endangered Republican from Pennsylvania - who try to run briskly away from questions ... Then there are lawmakers best described as grumps, like Senator John McCain, Republican of Arizona, who appears decidedly downbeat about his party, and Senator Bob Corker of Tennessee, who offered early support to Mr. Trump's campaign but said this week, 'I don't know that I really have a lot to say ... Another group are doing 'the McConnell,' taking a cue from their majority leader, Senator Mitch McConnell of Kentucky... A smaller group are the free speakers, including Senators Lindsey Graham of South Carolina and Jeff Flake of Arizona, who feel unbridled to openly heap scorn on Mr. Trump ... Another category are the vaguely-upset-but-what-can-you-do ... Then there is Speaker Paul D. Ryan. He is perhaps the most prominent critic of Mr. Trump on his proposed Muslim ban, but has nonetheless fully endorsed him. That is a category of one." http://go.politicoemail.com/?qs=61520aef3bd7174eb87db372ec4daa7c208d45df902927e8b7f2f6c3a5d9808f TRUMP SEEMS REALLY CONCERNED: "Trump said Wednesday that top Republicans need to toughen up and that he may have to lead the GOP 'alone,' heightening tensions with his party's leaders at a time when they have stepped up their criticism of his controversial statements ... 'You know the Republicans, honestly, folks, our leaders, our leaders have to get tougher,' he said. 'This is too tough to do it alone, but you know what? I think I'm going to be forced to. I think I'm going to be forced to. Our leaders have to get a lot tougher ... And be quiet. Just please be quiet. Don't talk. Please be quiet. Just be quiet to the leaders because they have to get tougher, they have to get sharper, they have to get smarter.'" Charles Boustany's run for the Louisiana Senate seat just became a punch line. Two of his staffers accidentally broadcast a private conversation as they dumped on opponents John Kennedy and Rep. John Fleming. "Boustany's advisers conclude Kennedy is very good at staying on message and Fleming is prone to mistakes. 'I was just really hoping he would say something dumb in private,' says one person (not pictured on camera) about a conversation he had with Kennedy. 'That would be awesome. I would email every reporter I know,' responds another person (also not pictured on camera.)" TODAY'S TRIVIA - Josh has today's question: As a boy, this former Speaker of the House rode ten miles on horseback to hear Texas Congressman Joseph Weldon Bailey deliver a lengthy three-hour speech. This speech would reinforce his boyhood decision to run for office. The first person to correctly answer gets a mention in the next day's Huddle and $10 billion.
